Project “INO Tomsk’2020” To Be Approved By Russian Government Decree

On October 30, the Governor of Tomsk oblast Sergey Zhvachkin attended the final meeting of the working group on actualization of the concept to create the Federal Center “INO Tomsk’2020” in the region. The meeting was held in Moscow under the chairmanship of the Deputy Prime Minister Arkady Dvorkovich.

As the Governor Sergey Zhvachkin reported at the meeting in the Government House, the goal of the updated project “INO Tomsk’2020” is to create a competitive innovative territorial center in Tomsk agglomeration. For this purpose, the regional authorities reoriented the innovation policy of the region from supply to demand and provided for improving competitiveness of not only scientific and educational complex, but also the industry. The important role in the project was assigned to state corporations and vertically integrated holdings, operating in Tomsk oblast, as well as to small and medium-seized business.

“Working on the updated concept, we have seen a lively interest of “Gazprom”, “Rosatom”, “SIBUR”, “Gazprom Neft”, “Microgen”, and other companies,” - underlined Sergey Zhvachkin. – “Our interagency dialogue clarified the priorities of authorities, instilled confidence in private business, and placed “road guides” for entrepreneurs and investors.”

According to Sergey Zhvachkin, the updated concept of “INO Tomsk’2020” includes several directions: “Advanced manufacturing”, “Science and education”, “Technological innovations, new business”, “Comfortable and smart city”, and “Business environment”. At the same time, the basis for implementation of the concept will be the innovation clusters.

As the Governor of Tomsk oblast reported, the cost of events of the updated project “INO Tomsk’2020” up to 2020 will amount to more than two hundred billion rubles. Meanwhile, 65% will be business investments, and 35% will be funds from federal and regional budgets.

“With the leading role of Tomsk oblast, an extensive work in the ministries and departments has been carried out,” - said Arkady Dvorkovich at the meeting. – “This work is extremely important not only for the region, but for the whole country as well, because it is about modernization of the economy and enhancing our competitiveness.”

Following the results of the meeting, the Deputy Prime Minister instructed the Ministry of Economic Development to present the revised project of the concept “INO Tomsk’2020” and the action plan (“roadmap”) on its implement for approval to the government.

The meeting with the Deputy Prime Minister was attended by the leaders of a number of federal ministries and agencies, the Deputy Chairman of “Gazprom”, OJSC Vitaly Markelov, the Vice-Governors Andrey Antonov, Yury Gurdin, Leonid Reznikov, Mikhail Sonkin and Vladimir Zhidkih, as well as the Rector of National Research Tomsk State University Edward Galazhinsky, and the Director of the Institute of Strength Physics and Materials Science, TSC of SB of RAS, Sergey Psakhie and others.
