Relations with BRICS

The Tomsk Consortium is interested in developing international relations with BRICS countries. Realization of joint projects in the field of education, science and innovation opens up perspectives for the integration of HEIs and academic institutions into the international environment. We are ready to collaborate!

EDUCATION

Tomsk Region occupies third place in Russia (after Moscow and St. Petersburg) in terms of the number of students per capita: every eighth resident of the city of Tomsk is a student.

Sixty-five thousand four hundred students from 75 regions of Russia and 47 foreign countries study at Tomsk universities. Of the full-time students 17.7% (16% in 2013) are citizens of foreign countries. Of these, 305 students came from China, and 11 from India.

Tomsk universities realize 45 double degree programs, on which 424 students study, in collaboration with 15 foreign countries.

The participants of the Tomsk Consortium work actively with BRICS universities.

INTERACTION WITH BRICS UNIVERSITIES

On 29 November 2007 the Council for the International Spreading of the Chinese language (abbreviated as Hanban, Beijing, China) and Tomsk State University (Tomsk, Russian Federation) signed an agreement on the joint establishment of the Institute of Confucius at Tomsk State University. Shenyang Polytechnic University (SPU) became responsible for project realization as the Chinese partner university at the behest of the Council.

SCIENTIFIC RESEARCH

The Tomsk Consortium collaborates with more than 50 foreign countries: Brazil, India, China, South Africa, USA, Denmark, Great Britain, France, Korea, Japan, Italy, Czech Republic, Germany, Israel and others.

Joint projects are being realized in the fields of electro physics, plasma physics, high-current electronics, environmental protection, petroleum chemistry, engineering, construction technologies, radio electronics, software, medicine, education and others.

12 joint laboratories (more than 14 partner countries), which attracted more than $4,800,000 in 2014, were created.

International Laboratories

The International Laboratory for the Geochemical Research of Natural Environments (TPU). The China University of Geosciences (Beijing, China) is among its 11 international partners.

The International Science and Education Laboratory of Groundwater Geochemistry (TPU). The China University of Geosciences is among its 4 international partners.

INTERACTION WITH INDUSTRIAL PARTNERS

On 10 June 2014 in the Tomsk Special Economic Zone a contact exchange with innovative companies of Jiangsu Province (China) was held. From the Chinese side representatives of the International Technology Transfer Center of Jiangsu Province, and the heads of companies in IT, electronics, optics, pharmaceuticals, instrumentation, medicine and chemical industry participated. From the Russian side more than 20 innovative companies participated in the B2B meeting

Since March 2015 in Jiangsu Province (China) a representative of the Development Corporation of Tomsk Region has been working. The main goal of the representative is to activate trade and economic contacts and science and technology collaboration between the Region and Province.

The Tomsk Chamber of Commerce and Industry regularly conducts business missions for small and medium enterprises of Tomsk in foreign countries including BRICS countries.

On 21-22 April the first Russian-Chinese Forum “Great Opportunities for Small and Medium Business” was held in Beijing, where the representatives of the Tomsk delegation held meetings with Chinese partners and made presentations on the economic and investment potential of the Region.

At the beginning of May the TCC in cooperation with the Trade Representation of Russia in India organized a trip to the Indian cities of Ahmedabad, Gandhinagar (Gujarat State). “Polymer Compound”, “Moye Ceramic Implants”, “Glass Expert project”, “Echteh” and “Local Engineering Systems” companies agreed to expand their collaboration with Indian partners and signed several agreements. Moreover, specialized companies in Gujarat State showed an interest in the educational and specialized programs of SSMU.

The Regional Center of Export Support, which operates in the TCC, regularly organizes seminars on problems of development of Tomsk companies’ foreign economic relations with businesses in China and India.

JOINT ACTIVITIES

On 4-6 September 2014 in the city of Tomsk the 13th plenary meeting was held of the Network of Asia's Major Cities (ANMC21) with participation by the heads and deputy mayors of the member cities of the Network (Tokyo, Seoul, Hanoi and Ulaanbaatar). Following the meeting, the members of the Network signed a declaration, according to which the members agreed to discuss the problems of urban residents of different age groups, to look for collaborative ways of solving them, to involve youngsters in all aspects of city life, to advise on careers and business, to promote a healthy lifestyle, to bring young and older people closer together, and to develop policy programs. As a separate point, the members of the Network agreed on the development of a new initiative – the pilot project “Teaching the Russian Language” in the universities of Tomsk. Teachers of the Russian language from Asian cities will participate in the project.

On 25-26 October 2014 a Tomsk delegation took part in the international education expo China Education EXPO, held in Beijing. Four of the leading Tomsk universities were presented there under the common brand "Study in Tomsk!" – TSU, TPU, TSUAB and TUSUR. Within the educational mission the representatives of the administration of the city of Tomsk, and of TSU and TPU met the rector of Shenyang Polytechnic University, Liu Jun, and discussed prospective collaboration. In particular, they talked about a regular exchange of information by teachers and scientists, the opening of joint research laboratories, and about “2+2” and “4+1” programs for the science and technology fields.

3-4 December 2014: The Russian-Indian seminar "Chemical industry: exchange of experience" (Pune)

On 3-4 December in the city of Pune (India) with the support of the Ministry of Education and Science the first roundtable in the history of Russia and India on exchange of experience in the chemical industry was held. The organizers of the event were National Research Tomsk State University, the Center of Scientific and Technological Development of "FSPC" Altai, and the Institute of scientists of Defense and Technologies of India.

From the Indian side representatives of large industries and universities, and scientists of the Research Laboratory of High Energy Materials (HEMRL), participated in the seminar. The HEMRL scientists included a member of the Russian Academy of Cosmonautics, a member of the American Institute of Aeronautics and Astronautics Haridwar Singh, who previously was formerly head of HEMRL in Pune (India).

At the seminar the Tomsk scientists presented chemical technologies of high-energy systems and materials, new educational programs for the training of specialists in the field of high-energy materials and systems, the increase of petroreturn technology, and also materials and products based on glyoxal and its derivatives

On 26-27 January a governmental delegation led by the Deputy Head of the Department of Education of Shandong Province from Shandong Province (China) visited Tomsk Region. The main goal of the visit was to get acquainted with the general education system of Tomsk Region, exchange experience on the reform of the primary education system and search for partners and discuss prospects for collaboration with Tomsk Region’s educational institutions.

In April 2015 Tomsk Polytechnic University conducted a student recruitment campaign in India. The Presentation of TPU for school students took place within the qualifying stage of the Olympiad “It’s time to study in Russia”, which was organized by The Ministry of Education and Science of the Russian Federation and the Rossotrudnichestvo federal agency. Following the campaign, 200 school students from India had individual interviews, and 42 students of colleges and universities of India applied for studying on TPU programs.

On 8 May 2015 a memorandum of intentions on forming the Russian Federation and Republic of India Universities Association was signed in Moscow, which will be realized by Tomsk State University (http://tsu.ru/). In May 2015 the resource center Russia-India: Education, Science and Technology, based at TSU, started to work.

The universities of the Tomsk Consortium are interested in attracting as many foreign students from BRICS countries as possible.

In May 2015 Tomsk Polytechnic University (TPU) and the Delhi Institute signed a memorandum on collaboration in educational and scientific research areas. Currently, negotiations about organizing academic exchanges of students and postgraduates, and overseas internships for teaching staff are underway.
